New Delhi: Indian Foreign Minister S Jaishankar is visiting Pakistan. he/she will reach Islamabad today to participate in the Shanghai Cooperation Organization (SCO) meeting. The visit of any Indian Foreign Minister to Pakistan is happening after about 10 years. However, his/her visit is not bilateral. Encouraged by this visit, Pakistan’s former Foreign Minister Hina Rabbani Khar has also called it a smart initiative of India.
However, Pakistan had sent an invitation to Prime Minister Narendra Modi to participate in the meeting of this organization. But, Modi government decided to send Jaishankar. Actually, Jaishankar has a deep hold on foreign policy and he/she has given a befitting reply to Pakistan and China in many international forums. India’s decision to send Jaishankar is right: Hina

According to media reports, while talking to a Pakistani news channel, former Pakistan Foreign Minister Hina Rabbani Khar said that India has taken a smart initiative by deciding to send Jaishankar instead of sending any bureaucrat. Our bilateral relations with India are not at normal levels. That too at a time when both the countries do not even have High Commissioners to each other. This is a very strange situation. Earlier in a news channel, he/she had talked about welcoming Jaishankar with an open heart. It is believed that this visit can mark the beginning of improvement in India-Pakistan relations.

India-Pakistan relations have been derailed for a long time

This time the annual meeting of SCO is on 15 and 16 October in Pakistan’s capital Islamabad. Being its member, India’s delegation is being led by External Affairs Minister S Jaishankar. There is little hope that this tour will improve relations between India and Pakistan, but there is a lot of discussion about it in Pakistan and on social media. Relations between the two countries have been derailed for a long time.

Some believe that this is a big opportunity to improve relations.

Ajay Bisaria, former High Commissioner of India to Pakistan, told the Hong Kong-based government newspaper South China Morning Post that Jaishankar’s visit to Pakistan is an important opportunity to improve relations between the two countries. By deciding to send a minister, India has given the message that it wants stability in relations with its neighbor. Both countries can initiate relations by sending their respective High Commissioners.

Jaishankar had recently said in a conference that the United Nations (UN) is like an ‘old company’ which is not able to keep pace with the changing global scenario, but is occupying space in the market. This has forced countries to find alternative ways to deal with global challenges.

When Pakistan was told to suffer the consequences of its deeds

Earlier, while addressing the 79th meeting of the United Nations General Assembly on September 28, Jaishankar said that Pakistan is suffering the consequences of its deeds and Pakistan’s GDP is used only for fanaticism. he/she said- Every form of terrorism should be opposed. Our neighboring country is known for terrorism but it will never succeed.

China also heard harsh words, surrounded on border dispute

Jaishankar, who recently visited America, had said that our relations with China have a long story. However, in short, we had agreements to maintain peace and stability on the border, China has violated those agreements.

What is SCO, when did it come into existence?

The Shanghai Cooperation Organization (SCO) is a Eurasian political, economic, international security and defense organization. Although it was established in the year 2001 by China and Russia, which has now become the largest regional organization in the world. India and Pakistan officially joined SCO as full members at the historic summit in Astana on 9 June 2017.

The SCO covers approximately 80% of Eurasia’s territory and 40% of the world’s population within its borders. SCO has 9 member countries – China, India, Pakistan, Kazakhstan, Kyrgyzstan, Tajikistan, Belarus, Iran and Uzbekistan. Iran became its member in the year 2023. Afghanistan and Mongolia hold observer status. The organization’s current and initial dialogue partners include Azerbaijan, Armenia, Egypt, Qatar, Turkey, Saudi Arabia, United Arab Emirates, Maldives, Nepal and Sri Lanka.

SCO aims to increase coordination among neighbors

The objective of SCO is to increase trust and neighborly behavior among the member countries. To increase cooperation at technical, cultural, economic and political levels. To promote cooperation in areas like transport, environment protection, education, energy and tourism. The level of security, stability and peace in the Eurasian region will be enhanced. Its other important objective is to promote the creation of a democratic and rules-based global economic and political environment. The main objective of SCO is to maintain peace, security and stability among the member countries.

Is China coming in the way of SCO’s objective?

SCO countries have 20 percent share in the world’s GDP. 20 percent of the world’s oil reserves are in these countries. SCO says that one of its important objectives is to fight the ‘three evils’ i.e. terrorism, separatism and extremism. According to Annette Bor of Chatham House, a UK-based foreign affairs think tank, China itself is coming in the way of achieving the organization’s objective because voices of separatism are being raised in its northwestern region of Xinjiang.

China is building a network for Central Asia

China also sees the SCO as a way to boost its trade contacts in Central Asia. China wants to buy more and more oil and gas from countries like Kazakhstan. he/she has succeeded in getting supply of oil and natural gas from here. The contacts that China wants to establish with Western countries through its ‘Belt and Road Initiative’ passing through Pakistan will pass through these Central Asian countries only. China has been dependent on Russian railways for its exports. In such a situation, it wants to build a rail network across Central Asia that will help in transporting its goods to the sea in Iran.

China and Pakistan have border dispute with India

India has been having border disputes with China and Pakistan for a long time. Several rounds of meetings have taken place between China and India in this matter. Relations with India are very tense on Arunachal border with China and with Pakistan regarding PoK.
