New Delhi : Chinese President Xi Jinping will participate in the SCO Summit to be held on 3-4 July in Astana, Kazakhstan. This was also confirmed by the Chinese Foreign Ministry on Sunday. Along with this, Xi is also scheduled to visit Kazakhstan and Tajikistan. However, this time the Prime Minister will not participate in the SCO Summit from India’s side. Last Friday itself, it was made clear by the Ministry of External Affairs that the Indian delegation in Astana will be led by External Affairs Minister S Jaishankar.

However, apart from this, no other details were given on this matter. This decision was taken during the first session of Parliament after the formation of the new government in the country. Along with this, discomfort in relations with China is also being considered a reason. If the Prime Minister goes to Astana, he/she would have to face Xi Jinping as well as Pakistan President Shahbaz Sharif. Last year, such reports had come out, in which it was feared that China and Russian President Putin would not come to India to participate in the summit.

No change in India’s participation

The summit was organised virtually by India. Chinese affairs expert Harsh V Pant says that there is discomfort in the relations between China and India, but India would not want to make much change in its participation in the SCO. he/she says that the SCO will remain an important platform for India, because it focuses a lot on issues like terrorism, smuggling and narco terrorism, which are also important for India.

However, it is definitely true that given the kind of relations that are going on between India and China at present, it is natural for India to be uncomfortable about engagement at the Prime Minister level. The relations between the two countries are not such that there is a possibility of a bilateral meeting between the Chinese President and PM Modi. In such a situation, it is possible that India may have taken this decision keeping this in mind. There has been no change in India’s foreign policy regarding SCO.

Last year the SCO summit was held by India. This time the summit will focus on regional security as well as connectivity and trade. Talks are also being held about a joint investment fund. The Shanghai Cooperation Organization, formed in 2001, is a political, economic and security group.

Currently, China, Russia, India, Pakistan, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan are its members. Iran became a part of it in 2023. India’s relationship with SCO started in the year 2005 but it became its full member in the year 2017. India first tried for full membership in the Ufa Summit in the year 2015.

Strategy needs to be formulated at two levels

Experts say that China is a strategic problem for India, a strategic challenge, in such a situation, India will try to solve this problem at many levels through its foreign policy. On the one hand, India will have to be present on forums like SCO and BRICS and along with this, it will have to be made clear to China that we will not adopt any policy under its pressure. That is why if there is a meeting between the Chinese Foreign Minister and the Foreign Minister of India, then India will definitely raise its side. Especially Jaishankar has held such meetings after the year 2020 and it is possible that this time too the foreign ministers of both the countries will face each other.
