What is anti paper leak law, know its scope and punishment provision

New Delhi: Amidst the uproar over the paper leak, the Central Government implemented the Anti Paper Leak Law on Friday night. Its notification was issued by the Central Government late at night. According to which, leaking the paper or tampering with the answer sheet can result in a minimum of 3 years of jail and a fine of Rs 10 lakh. What is anti paper leak law

To prevent irregularities in competitive examinations, the central government introduced this Public Examination (Prevention of Unfair Means) Act, 2024 in the Lok Sabha on 5 February. There this bill was passed on 6 February, after which it was introduced in the Rajya Sabha where it was passed on 9 February. After being passed by both the houses, this bill was approved by President Draupadi Murmu on 13 February. After getting approval in February, the central government has implemented this anti-paper leak law across the country from the night of 21 June.

Which exams are covered under this law?

UPSC, SSC, JEE, NEET, CUET, Railway, Banking Recruitment Exams and all the exams conducted by NTA will come under the purview of Anti Paper Leak Law i.e. Public Examination Law. If anyone is found doing any kind of fraud or cheating in these exams, action will be taken against him/her under Anti Paper Leak Law.

How many years of punishment is provided

The ‘Public Examination Act-2024’ will help a lot in bringing more transparency in public examinations and cracking down on those who commit irregularities in the examination. Under this law, there is a provision of a minimum of three years imprisonment and a fine of Rs 10 lakh for leaking the paper or using unfair means. Along with this, if the service provider appointed for conducting the examination is found guilty, a fine of up to Rs 1 crore can be imposed.

Candidates are not within the ambit of law

This new anti-paper leak law also has some limitations. According to which, young students appearing in competitive examinations are not within the scope of this law. When this bill was introduced in the Parliament, at that time Union Minister Jitendra Singh had said that the purpose of this law is only to stop those who play with the future of the youth by rigging. Examiners have been kept out of the scope of this anti-paper leak law.

What is the important aspect of this law?

In this anti-paper leak law, there is a demand to form a high level national technical committee. Along with this, there is also a demand to have electronic surveillance and a foolproof IT security system during the examination. Under this law, if someone is found guilty, his/her property can also be confiscated. The most important aspect of this law is to ensure the security of computer-based examinations.
