According to Supreme Court advocate Anil Kumar Singh Srinet, bad character means a person with bad or bad conduct. Such people are habitual criminals. The police of any police station identify criminal types who do antisocial activities like chain snatching, robbery, mobile theft, theft or rape-murder as bad characters. Their record is kept in every police station. Delhi Police had identified 14 thousand bad characters in 2022. These bad characters are different from the most wanted in police stations, whose photos are pasted. Some of them are also rewarded, that is, some reward is also fixed by the police for helping in catching them.

Who approves of a person with bad character?

According to Anil Singh, the SHO recommends declaring habitual offenders as bad character at the police station level. The final seal on this recommendation is given by the Senior Superintendent of Police (SSP) or Deputy Commissioner of Police (DCP) of the district. After this, the police declares that person as bad character. The name of that person is recorded in the bad character register of the police station.

According to Advocate Anil Singh, in May 2022, Amanatullah Khan, who was an Aam Aadmi Party MLA, was declared a bad character (BC) by the Delhi Police. The police keeps a strict watch on the conduct and functioning of a person declared a bad character. As soon as any incident takes place in any police station area, the police summons such a bad character and asks whether he/she was involved in that incident or not.

There are three types of categories of bad characters

Advocate Anil Kumar Singh Srinet explains that there are three categories of bad characters. Category A bad characters include those criminals who are currently active and who are often involved in crimes. Category B includes those people who have moved away from the world of crime, but there is a possibility of them getting involved in crime again. Category C includes those people who have committed crimes in the past, but now they are not in a condition to commit crimes. Such people have become old or helpless. From time to time, the DCP or SSP checks the list of bad characters and if a bad character becomes a good character, i.e. improves, then his/her name is removed from this list.

A police informer is also a bad character

According to Anil Singh, among such habitual criminals there are some bad characters whom the police make their special informers. For example, the police gets a tip from somewhere that ganja is being transported in a truck passing through a certain place. This information is given by a bad character i.e. a special informer.

Some bad characters go out of control

Most of the bad characters in the police force commit petty crimes. However, there are some who commit serious crimes like rape, murder and heinous robbery when they get a chance. They go out of the control of the police.

Bad characters who commit serious crimes are banished

Advocate Anil Kumar Singh says that the police expels the criminals who commit serious crimes from their area, which is usually called banishment from the area. This work is done with the approval of the SSP. Whenever there is a big case, there is a lot of uproar over it, so the police is under pressure to make arrests, in such a situation these bad characters come in handy. Many of them are kept in the lockup for some time, so that the matter can be calmed down.
