According to Supreme Court advocate Anil Kumar Singh Srinet, bad character means a person with bad or bad conduct. Such people are habitual criminals. The police of any police station identify criminal types who do antisocial activities like chain snatching, robbery, mobile theft, theft or rape-murder as bad characters. Their record is kept in every police station. Delhi Police had identified 14 thousand bad characters in 2022. These bad characters are different from the most wanted in police stations, whose photos are pasted. According to Anil Singh, the SHO recommends declaring habitual offenders as bad character at the police station level. The final seal on this recommendation is given by the Senior Superintendent of Police (SSP) or Deputy Commissioner of Police (DCP) of the district. After this, the police declares that person as bad character. The name of that person is recorded in the bad character register of the police station.

There are three types of categories of bad characters

Advocate Anil Kumar Singh Srinet explains that there are three categories of bad characters. Category A bad characters include those criminals who are currently active and who are often involved in crimes. Category B includes those people who have moved away from the world of crime, but there is a possibility of them getting involved in crime again. Category C includes those people who have committed crimes in the past, but now they are not in a condition to commit crimes. Such people have become old or helpless. From time to time, the DCP or SSP checks the list of bad characters and if a bad character becomes a good character, i.e. improves, then his/her name is removed from this list.

According to Anil Singh, among such habitual criminals there are some bad characters whom the police make their special informers. For example, the police gets a tip from somewhere that ganja is being transported in a truck passing through a certain place. This information is given by a bad character i.e. a special informer.
