UGC with students on refund of fees, assured of action on every complaint of students in the new session also

If the students who are going to run in the race for admission in the new session 2025-26 are facing difficulty in getting the fees deposited in any university-college during the process of shifting, then they will just have to go to the e-Samadhan portal of UGC. A complaint has to be lodged on this portal, there are full chances of getting the fees refunded. This is not just an empty assurance, but UGC’s track record of refunding fees in the last five years testifies to this.

UGC has received 4257 complaints in the five academic years from 2020-25, in which universities of different categories were not refunding the fees of the students. UGC Chairman Prof. M. Jagadish Kumar says that the effect of strict rules on refund of fees is that in 97 percent of the cases the fees of the students have been refunded and the remaining 3 percent of the cases have not been released yet, the action is going on. Students will not be allowed to face any problem in the new session also.

Admissions are done first in private:

If we look at the process of university admission, then in private universities and then in some deemed universities, admission is done first from the central universities and state universities and later when the students appear for the Common University Entrance Test- CUET, Engineering Test JEE MAIN, IIT Test JEE ADVANCED. Including others, if they shift after the result of the entrance test, their fees are often not refunded. The special thing is that if we look at the complaints of the last 5 years, most of the cases are against private universities.

What is the fee refund policy of UGC, the policy for the new session will also come soon:
For the last two years, UGC has made a clear policy that in case of cancellation of admission, institutions can retain a small amount, such as 10 percent or less of the administrative fee, but the remaining fees have to be refunded. The success rate in this rule is 97 percent and due to the efforts of UGC, Rs 25.51 crore has been refunded. UGC will soon notify the fee refund policy for the new session also, but if we look at the policy of the last two years, the interests of the students have been kept paramount in it.

If we look at the policy of 2024, if any student cancels the admission from one university or college and takes migration to some other institution, then in that case the entire fee of every student who applied was asked to be refunded by 30 September 2024. On withdrawal of nomination till October 2024, only a maximum of Rs 1,000 was allowed to be deducted as processing fee and the remaining fees were refunded. The Fee Redressal Cell of UGC looks into every complaint. This cell works under the e-Samadhaan platform.

Private universities returned the most money:
If we look at the analysis of UGC, 1475 complaints were received against 211 private universities and Rs 10.12 crore was returned to the students. 1211 complaints were received against 177 state universities and UGC got Rs 4.32 crore from these universities to the students. Fees worth Rs 1.34 crore were refunded in 799 complaints against 37 central universities. UGC Fee Redressal Cell received 770 complaints against 77 deemed universities and after this students could get Rs 9.68 crore.

Girls students also get big benefit:
In the last 5 years, 2871 complaints came from students and 1386 complaints were made by girls students. Out of Rs 25 crore, girls students got Rs 8.71 crore back and boys got Rs 16.80 crore as fee refund.

Which 5 states have the most complaints against universities:
UGC received complaints from students from 32 states and union territories. Maximum 827 complaints were from UP, 591 from Delhi, 418 against universities of Rajasthan, 381 from Tamil Nadu and 377 against universities of West Bengal. Maximum 2251 complaints were received in the 2023-24 session, 927 in the 2022-23 session and 915 in the 2024-25 session.

Apart from the complaints related to admission on the e Samadhan portal, irregularities in the admission process, admission policy, not publishing the prospectus, giving wrong information in the prospectus, refusal to give degree, diploma and certificate, demanding higher fees, violation of reservation policy in admission. , Non-payment of scholarship-fellowship, complaints related to examination, irregularities in paper verification, non-refund of fees, violation of UGC rules, teachers’ All types of complaints can be made including appointment, teachers’ salary.

UGC Chairman Prof. M. Jagadish Kumar says that providing justice to every student is a priority. The sole objective of the UGC Fee Redressal Cell is that every student should be able to take admission in the institute of his/her choice and in this path, refund of fees should not become an obstacle. UGC’s efforts extend to all types of higher education institutions – central, state, private, deemed universities and even institutions of national importance.
