Garbage mountain the biggest challenge

The mountain of garbage piling up at the landfill sites will be the biggest challenge for the new leadership of the MCD. Just before the MCD elections, the Aam Aadmi Party had made the issue of the mountain of garbage and promised that if their party wins, they will end this mountain of garbage. Understand that the annual income of the Municipal Corporation of Delhi is about Rs 4800 crore. In this, MCD gets Rs 2800 crore from its internal sources, which include income from property tax, advertisement, parking tax and toll tax. The remaining Rs 2000 crore is given by the state government of Delhi. But the expenditure is almost three times the income of MCD.

The Municipal Corporation has more than one lakh employees, whose salary and pension cost about 775 crores every month. This expenditure becomes about Rs 9300 crore in a year. There are many other things like cleanliness, transportation of garbage to maintenance of street lights, which are spent every month. The cost of transportation of waste is about Rs 300 crores a year. On the other hand, the bill for about 2.2 lakh street lights installed in Delhi comes to about 100 crores. If we say in one line, then MCD has to spend about three times more of its income every year.

Due to lack of these funds, MCD always remains in controversies and this has also been the biggest reason for Delhi Chief Minister Arvind Kejriwal’s confrontation with BJP. The BJP, which has been ruling the MCD for 15 years, has always been alleging that the Delhi government is not giving funds to the MCD. On the other hand, the Kejriwal government has been repeatedly alleging corruption and saying that the Delhi government is not entitled to give funds to the MCD.

The employees of MCD who have been continuously on strike regarding their salary-pension and due to which Delhi has been troubled, those problems will end. This is such a big challenge that it will not be easy for Kejriwal to overcome. Because there is a vast difference between the income and expenditure of MCD.

For the MCD elections, Kejriwal talked about Delhi’s beautification, cleanliness and better arrangements for schools and hospitals. He had given 10 guarantees, which will not be easy to fulfill and live up to the expectations of the people of Delhi. Earlier, Kejriwal used to blame the BJP for non-completion of any work. Because Arvind Kejriwal has been repeatedly demanding from the Central Government that the Central Government should give a fund of Rs 485 per person in the Municipal Corporation.

But the Delhi government has never received this fund directly from the central government. And it is not that this has happened only in the last eight years of the Modi government. Even when Manmohan Singh was the Prime Minister, the fund of Rs 485 per person given by the Center to the MCD has not been given. Even after the arrival of the Modi government, when BJP was the only party in the MCD, this fund was not received. But now that the MCD has come to Kejriwal-led AAP, the tussle over this fund is bound to increase.

Performance pressure will increase in 2024 Lok Sabha elections

The Aam Aadmi Party, which entered the politics of Delhi since 2012, has consistently performed better in the assembly elections. But the performance of the Aam Aadmi Party in the two Lok Sabha elections ie 2014 and 2019 as well as in the MCD elections of 2017 has been so bad that they themselves do not want to mention it. But now the Lok Sabha elections are going to come in front of the Aam Aadmi Party, which won the 2022 MCD elections, in which less than a year and a half is left.

Delhi has a total of seven Lok Sabha seats and the results of the MCD elections are pointing out that the Aam Aadmi Party has performed better than the BJP. Looking at these figures, it is natural that the pressure on the Aam Aadmi Party to increase that the voters of MCD can be made in their favor in the 2024 Lok Sabha elections and at least the account can be opened in the Lok Sabha.
