FCRA Law: Union Minister of State for Home Nityanand Rai informed the Lok Sabha on Tuesday (December 13) that between 2019-21, the FCRA license of 1811 NGOs was canceled for alleged violation of the Foreign Contribution (Regulation) Act (FCRA) registration law. . As per law, any NGO that wants to receive foreign funding has to register itself under FCRA. He gave this information in a written reply to a question.

FCRA license canceled

Nityanand Rai said, “Whenever the ministry receives any input regarding use of foreign contribution to fuel terrorist activities, appropriate action is taken under FCRA and other extant laws and regulations.” For this reason, the FCRA license of Rajiv Gandhi Foundation was canceled in the month of October, after which this organization cannot take donations from abroad in future.

Home Minister Amit Shah raised questions

Regarding the FCRA license of the Rajiv Gandhi Foundation, Home Minister Amit Shah said that the main reason for the cancellation of the license is that he had taken funding of Rs 1.35 crore from the Chinese Embassy in the financial years 2005-06 and 2006-07 and Islamic Research Foundation. Rs 50 lakh was also received from the founder Zakir Naik. This is not correct according to the rules of FCRA.

FCRA law strengthened

Under FCRA, a rule was made to regulate the donations received from abroad by individuals and associations, who are receiving donations from abroad, it is necessary to work according to the value of democracy. It was amended in 2010 under the Congress government, which strengthened the law on the use of foreign funding. After this, the law was again amended by the current government in the year 2020, allowing the government to have strict control and scrutiny on the receipt and use of foreign funding by NGOs.
