According to the information, a report for 2017-18 revealed that 1.95 lakh towels, 81,736 bedsheets, 5,038 pillows, 55,573 pillow covers, 7043 blankets were stolen from Western Railways. At the same time, around the same figures, all these items were stolen from the Central Railways also. The cost of which is recovered from the staff working there. Rs 100 to 2000 are deducted from their salary.

According to the Railway Property Act 1966, it is the responsibility of the passenger to hand over the blanket, sheet and pillow given to him/her free of charge during the journey, to the attendant after the completion of the journey. But if the passenger does not do so and someone else steals the blanket and pillow after he/she leaves, the Railways can take action against the passenger to whom these items were given.

If you steal or carry a bedsheet, pillow or any railway item while traveling in a train, you may have to face heavy punishment. According to the Railway Property Act, 1966, if caught for the first time for the offence, the punishment will be imprisonment of up to one year or a fine of up to Rs 1,000. If the case is serious, there is a provision of imprisonment up to 5 years or heavy fine or both. Therefore, if you are traveling by train, it would be better to hand over the luggage after use.
