Haryana Chief Minister Manohar Lal said that the soul of the nation resides in the villages and our economy is still more dependent on agriculture. That’s why the development of the state and the country cannot be imagined without the all-round development of the villages. The Chief Minister was speaking at the inauguration program of the two-day training conference of Regional Panchayati Raj Council organized at Surajkund on Monday. Prime Minister Narendra Modi addressed the program through video conferencing and was addressed by BJP National President JP Nadda as the chief guest.
Chief Minister Manohar Lal said that we have gathered here to discuss a subject which is the basic foundation of the country’s democracy and concerns the interests of the last person of the country. He said that even after 75 years of independence, the development of villages is our primary need. In the last about 9 years, we started many schemes for the development of villages in Haryana and also did many experiments at the level of implementing them. He said that Panchayats are the shield of our national unity, integrity, good governance and democracy. In our country, due to the fairness of Panchayats, the concept of Panch-Parameshwar was formed. He said that Gram Panchayat, Panchayat Samiti and Zilla Parishad, these three are the basic pillars of the democratic system. Similarly, local bodies like municipality and municipal council are also making commendable efforts in the overall development of the urban areas of the country. Panchayati Raj institutions have not only become stronger under the guidance of Prime Minister Narendra Modi, but have also become empowered by getting more powers. Due to this, development works are being carried out at the level of cities and villages by identifying the needs there and setting the priority of those needs. He said that today educated panchayats are playing an effective role in Haryana.
He said that Panchayati Raj institutions were empowered for the dynamic development of rural areas. Because of this, the government has given huge administrative and financial powers to the Panchayati Raj Institutions. Panchayati Raj institutions have been entrusted with the work of 10 major departments and the amount of grant for development works is directly deposited in the accounts of the panchayats. E-tender process has been started to bring transparency in development works. Sarpanch has been given the power to get works up to Rs.5 lakh done directly. He said that in order to give the powers of village development directly to the Panchayati Raj Institutions, the chairman of Zilla Parishad has been made the chairman of DRDA and Haryana is the first state in the country to constitute Inter-Zilla Parishad. State General Secretary Pawan Saini, State General Relations Chief Sandeep Joshi, State Training Chief Omprakash Atre, Chairman Haryana Tourism Department Arvind Yadav, District President Gopal Sharma, MLAs Seema Trikha, Rajesh Nagar, Former Political Secretary to the Chief Minister Ajay Gaur, Local Bodies State Co-Convenor Devendra Chaudhary, Media Advisor to Chief Minister Rajiv Jaitley, State Executive Members Neera Tomar, Sohanpal Singh, Omprakash Rexwal, Meharchand Gehlot, outgoing Mayor Suman Bala, District General Secretary Moolchand Mittal and others were present.
The Chief Guest in the program, BJP National President Jagat Prakash Nadda said that the Regional Panchayati Raj Council program is being organized with the inspiration of Prime Minister Narendra Modi. In the last nine years, under the leadership of Prime Minister Narendra Modi, the way the three-tier Panchayati Raj has been strengthened, it was never seen before. Under the leadership of the Prime Minister, transparency was brought in the implementation of schemes using Digital India and GeM portal. Through transparency, the Panchayati Raj Institutions have got a lot of economic power today, due to which the schemes are being implemented properly. He said that this year, Regional Panchayati Raj Parishads are being organized in three groups. Today, 182 delegates are taking part in the Regional Panchayati Raj Council, which will continue till August 7-8. It includes the President, Vice President and President of the City Council of all the states of North India. Similarly, Regional Panchayati Raj Council will be organized in West Bengal Howrah on August 12-13. There the president and vice-president of Zila Parishad of Eastern India and North-Eastern States, President of Municipal Council will attend. A total of 134 delegates will participate in the event.
