Preparation for strict action against terrorism, government will bring national anti-terror plan for central-state agencies in 2025

New Delhi: Home Minister Amit Shah said on Thursday that the Home Ministry is working on a national anti-terrorism policy and strategy. It aims to introduce a uniform, cohesive and zero-tolerance approach among various central and state agencies. This will be the next big step towards eliminating the entire terrorist system. Shah said that this policy will be implemented in 2025.

Addressing an anti-terrorism conference organized by the National Investigation Agency (NIA), Shah told senior officials of various anti-terrorism agencies that they need to work together to fight terrorism, terrorists and their entire network. he/she said the Home Ministry, as part of its proactive approach, is ready to take its next step. Home Minister Shah said the Center and the Home Ministry can prepare policy and strategy documents and also play their role, but since law and order is a ‘state’ subject, the real fight against terror lies with the state police forces. Will have to fight. Endorsing the ‘all arms of government’ approach, he/she said all central agencies will support states in every way, from intelligence gathering to taking action. But unless a group is formed with a mood of ‘zero tolerance towards terrorism’, the national counter-terrorism policy and strategy cannot be successful.

The Home Minister stressed the need for states to work in close coordination among themselves and with central agencies. he/she said that while states may have geographical and constitutional boundaries, terrorist operations transcend interstate and global boundaries. he/she asked police stations to be prepared against terrorism by training their officers in the use of Artificial Intelligence to analyze various police/criminal databases, including the database maintained by the NIA.

The Union Home Minister said, ‘NIA should move from a ‘need to know’ approach to a ‘need to share’ and ultimately a ‘duty to share’ approach. Shah said that to deal with new challenges like terror financing and crypto, a coordinated approach should be adopted from police stations to the DGP office. he/she said the government has come up with a Model Anti-Terrorism Squad (ATS), Model Special Task Force (STF) and Model Police Training Manual for the States and Union Territories, which, if adopted, will create a common structure to deal with the menace of terrorism. And will serve as a platform.

‘There may be changes in SOPs’
Shah assured that states can make changes in the SOPs as per their requirements. Coordination through the ATS and STF does not diminish the federal rights of the states. Reminding the police officers of Prime Minister Modi’s goal of making India a developed power by 2047, the Home Minister said there will be security challenges along the way, and stressed on countering the terror ecosystem with an integrated, counter-terrorism mechanism. Saying that the Modi government has adopted a zero-tolerance approach in its last 10 years in power and has cracked down on both terrorism and terrorism financing, Shah said the improved security situation is evident from the decline in terrorist incidents in the past There has been a 70% decline compared to 10 years. Shah asked the DGP rank officers present at the conference to invoke the Unlawful Activities (Prevention) Act (UAPA) to deal with terrorism. he/she said the NIA has filed chargesheets in 498 of the 632 cases registered by it, resulting in a conviction rate of about 95%.
