There are chances of another fight among Haryana Congress leaders regarding district heads. Hooda and anti-Hooda camps are planning to get their respective supporters adjusted on the post of District President. SRK Group i.e. Kumari Selja, Randeep Singh Surjewala and Kiran Chaudhary have also raised questions on the role of Haryana affairs in-charge Deepak Babaria in the District President selection process. Now this process will start again after returning from the Congress session in Hyderabad.
The AICC coordinator has held meetings with leaders and workers in all the districts and submitted his report to Babaria. It is said that now Babaria has prepared a panel of possible names for all the district heads. There are reports of names of three to eight leaders in these panels. Sources say that Babaria will submit his report along with the panel to the party’s National General Secretary (Organization) KC Venugopal. Keeping in mind the likes and dislikes of senior leaders of the State Congress, the central leadership can have one-to-one communication with all the senior leaders of Haryana. Former CM and opposition leader Bhupendra Singh Hooda, State President Chau Udaybhan, former Union Minister and in-charge of Chhattisgarh Kumari Selja, in-charge of Madhya Pradesh and Karnataka and Rajya Sabha MP Randeep Singh Surjewala, Rajya Sabha MP Deependra Singh Hooda, former minister and Tosham MLA Kiran Choudhary. The high command can brainstorm with OBC department chairman and former finance minister Captain Ajay Singh Yadav. This issue can also be discussed with the four working state presidents – Jitendra Kumar Bhardwaj, Ramkishan Gurjar, Shruti Chaudhary and Suresh Gupta. National President Mallikarjun Kharge has recently discussed the formation of the organization with about forty senior leaders of Haryana Congress in New Delhi. In this meeting, senior leader Rahul Gandhi has asked in-charge Deepak Babaria to form the organization as soon as possible. In that meeting, Babaria had promised to release the first list of district heads by September 15, but till now he has not been able to release the list. There seems to be little chance of the list being released even by the end of this month.

The organization in the State Congress has not been formed for the last ten years. In 2014, Dr. Ashok Tanwar was made the head in place of Phoolchand Mullana. As soon as he came, he dissolved the state, district and block executive. He remained the head for about six years but could not establish the organization. After Tanwar, former Union Minister Kumari Selja was made the head. She too could not form the organization even if she wanted to during her tenure of about three years. Now the current head Chau Udaybhan is also about to complete one and a half years, but he too has not been able to establish his team.
There are many complications in releasing the list of Congress District President. In the Congress session held in Raipur, it has been decided to give representation to the Scheduled Castes and Backward Classes, besides youth and women, in the organization. In such a situation, it will not be an easy task for the leadership to adjust the leaders according to all the quotas. At present, out of 30 Congress MLAs, about two dozen MLAs are counted in the Hooda camp. In such a situation, the opinion of MLAs can also be very important in the selection of the district head.
