This House strongly condemns the decision to impose Emergency in the country in 1975. Along with this, we appreciate the resolve of all those people who strongly opposed the Emergency, fought unprecedentedly and took the responsibility of protecting the democracy of India. We always know that day of 25 June 1975 as a black chapter in the history of India. On this day, the then PM Indira Gandhi imposed Emergency in the country and fiercely attacked the Constitution made by Baba Saheb Ambedkar. India is known all over the world as the mother of democracy, democratic values and dialogue have always been supported in India, democratic values have always been protected and always encouraged, dictatorship was imposed on such an India by Indira Gandhi, India’s democratic values were crushed and freedom of expression was strangled. During the Emergency, the rights of the citizens of India were destroyed, the freedom of the citizens was snatched away, this was the period when the leaders of the opposition were put in jail, the whole country was turned into a prison. The then dictatorial government had imposed many restrictions on the media, the courts were curbed. That period of emergency was a dark period of injustice in the history of our country. After imposing emergency, the Congress government of that time took many such decisions which crushed the sentiments of our constitution. By making changes in MISA, the Congress party ensured that our courts could not give justice to the people arrested under MISA, laws were made to stop the media from writing the truth. In this dark period, 38th, 39th, 40th, 41st, 42nd constitutional amendments were made in the constitution. Through these amendments, the Congress government tried to bring power to one person. There should be control over the judiciary, the basic principles of the constitution could be abolished, by doing this the rights of the citizens were suppressed and the principles of democracy were suppressed, not only this, the then PM Indira Gandhi talked about the integrity of the bureaucracy and the judiciary. The emergency period brought with it such terrible social and dictatorial challenges, which destroyed the poor and the deprived. During this period, people had to face the onslaught of compulsory sterilization imposed by the Congress government and arbitrary actions in the name of removing encroachments in cities and the evil practices of the government. This House wants to express its condolences to all those people. The period from 1975 to 1977 is a dark period that reminds us of the principles of the Constitution, the importance of federal structure and judicial independence. This period reminds us how we were all attacked at that time. At a time when we are entering the 50th year of Emergency, this 18th Lok Sabha reiterates its commitment to uphold, protect and preserve the Constitution made by Baba Saheb Ambedkar. We are committed to uphold the principles of democracy in India, rule of law in the country, and decentralization of powers. We appreciate the faith of the people of India in constitutional institutions and their unprecedented struggle, which ended the Emergency and once again established constitutional rule. It was on this day, 26 June, in 1976 that the country woke up facing the cruel realities of Emergency. It was on this day in 1975 that the Cabinet did post facto rectification of Emergency, approving this dictatorial and constitutional decision. This gave birth to our parliamentary system which was achieved after countless sacrifices. It is necessary to move this resolution today to reiterate our commitment to the second independence. We know that our young generation must know about this dark chapter of democracy. During the Emergency, countless people had to suffer due to government oppression. Their families also had to bear unlimited suffering. Emergency had destroyed the lives of so many people of India. So many people had died. We all observe two minutes of silence in the memory of such dutiful and patriotic citizens of India who lost their lives at the hands of this Congress dictatorial government in this dark period of Emergency.
