NTA is making 5 big mistakes! IAS mentor Vikas Divyakirti told how NEET paper leak could have been stopped

Dr. Vikas Divyakirti’s suggestion on NEET paper leak: ‘In a country that can conduct Lok Sabha elections with 97 crore voters in a peaceful manner, can’t irregularities in the NEET exam involving 23 lakh students be accepted? This paper leak case has not come to light due to lack of facilities but due to the negligence of the government and institutions like NTA.’ This is the statement of Dr. Vikas Divyakirti (Vikas Divyakirti NEET Interview), a well-known teacher who prepares students for civil services like UPSC, IAS and IPS.

In a recent interview with ANI, Vikas Divyakirti spoke openly on the NEET paper leak case and when asked how he/she would have handled this controversy if he/she were the head of NTA, he/she gave 5 important suggestions in response which need to be considered.

1. Keep four sets of papers, not one or two:

Dr. Vikas Divyakirti says that instead of keeping one extra paper set, at least 4 extra paper sets should be kept in case of any glitch, which can be used in case of any unwanted incident or paper leak. Also, there should be many paper makers who should be instructed to make 10 times more questions than the target set so that even they themselves do not know which questions will be selected for the question paper.

2. Responsibility of DM and SDM:

The DM and SDM should also be responsible for the systematic organisation of the examination in every district so that the district administration remains fully alert and any negligence can be prevented.

3. Say ‘NO’ to private exam centres

Dr. Vikas Divyakirti says that private centres are big centres for paper leaks and exam malpractices and many exam centres are deliberately kept away from the city so that cheating can take place there. he/she cited the recent decision of the UP government where CM Yogi Adityanath has decided to conduct exams only at government exam centres.

4. One specialist agency for all exams, give responsibility of delivering papers to CISF

Just like banks like SBI are used to store papers, similarly the responsibility of delivering papers to designated places should be given to a central government agency like CISF so that paper leaks can be avoided.
Dr. DivyaKirthi suggests that one agency should be given the responsibility of conducting all the central exams with full authority, which could also include some officials from the police, IB or bureaucracy.

5. Paper leak mafia is repeatedly making mistakes, rules have been made for punishment

There is a dire need to bring in rules for the provision of punishment in paper leak cases. Cases like Bihar’s Nalanda district are also coming up, where Sanjeev Mukhiya’s name has been involved in paper leak several times but due to lack of adequate action, he/she has not been punished.

Should there be online CBT exam instead of paper-pen?

After the NEET exam scam, NTA has conducted many exams in online CBT mode so that paper leaks can be avoided in the process of delivering the paper to the centers. Dr. Vikas Divyakirti also shared his/her views on this and said that this cannot be a full proof way to avoid paper leaks because the name of a Russian person is also coming up in the NEET paper leak case for hacking and in the era of technology, conducting exams in CBT mode also has its own challenges, where the possibility of threats like hacking is also very high.
