Vehicle Scrappage Policy: The Modi government at the center has taken a big decision for vehicles that are more than 15 years old. Now government employees will not be able to use vehicles older than 15 years. The Department of Expenditure under the Ministry of Finance has decided that this decision has been taken to reduce pollution in the country and to improve passenger safety and fuel efficiency. The Finance Ministry has ordered all departments that vehicles which are more than 15 years old and are no longer fit for ‘servicing’, all such vehicles should be converted into junk.
Changes made in the existing rules-
The Expenditure Department of the Ministry of Finance has issued a notification saying that in order to reduce pollution in the country and keeping in mind the safety of passengers, we are taking this decision on the advice of the NITI Aayog and the Ministry of Road Transport. The Ministry of Road Transport had said that the government should consider converting vehicles older than 15 years into junk.

Let us tell you that the Ministry of Road Transport and Highways (Department of Transport) had prepared a draft in the matter of renewal of registration of old vehicles. In this draft, it was informed that after April 1, 2022, orders were given not to renew any 15 year old vehicles. This included all types of government vehicles such as vehicles of the Central Government, State Government, Union Territories, PSUs and Municipal Board etc. Giving information on this matter, the Road Transport Department had already given information about this order through social media handles.
People will not be able to drive old car
Let us tell you that in order to reduce the level of pollution in the country and keeping in mind the safety of the people, the government had announced to bring ‘Voluntary Vehicle Scrapping Policy’ in the budget of the financial year 2021-22. Through this, the government had made a plan that now no government department will use vehicles older than 15 years. On the other hand, common people will not be able to use their personal and commercial vehicles which are more than 20 years old.
Along with this, it will be necessary to get the automatic fitness test done after 15 years of use of the vehicle. From this it will be known that how is the condition of the vehicle. Along with this, if the vehicle fails in this test, then there is also a provision to impose a heavy fine on the owner of the vehicle. Along with this, a decision to seize the vehicle can also be taken.
