Now 100% women will be the owners in PM Awas Yojana, what is the reason behind the government’s decision?


New Delhi : The second phase of survey under PM Awas Yojana Gramin is starting. Turning the Rural Housing Scheme into a weapon of empowerment, the Central Government aims to ensure 100 percent ownership of the houses being built for the poor to women. In the second phase of PMAY (Rural), the government will strictly enforce the mandatory condition that houses should be registered in the name of female members of the beneficiary families.

PMAY (Rural) has the option of ‘Women Ownership’ and ‘Joint Ownership’. At the same time, registration of ‘men only’ in the construction of subsidized houses has been rejected. A senior official said that due to the special focus on women, 74% of the houses sanctioned in the scheme are owned by women, either singly or jointly. The senior official said the scheme aims to provide 100% ownership to women in the second phase.

The scheme completed 8 years

PMAY is completing eight years on Wednesday. It was launched by Prime Minister Narendra Modi in Agra in 2016. Importantly, the Union Rural Development Ministry is launching a new survey Awas-Plus 2024 to identify the beneficiaries of the second phase. There is a provision for ‘self-survey’ to address the frequently heard complaints of families left behind by surveyors. In this option, the interested person will have to upload his/her photo and other information on the app for ‘face-best authentication’.

10 criteria in the survey

There are 10 parameters in the survey. On the basis of these, any interested person will become eligible under this scheme. Whereas the government has a ready list of 1.2 crore beneficiaries. The survey will identify the remaining 80 lakh individuals to meet the two crore target for the second phase by 2024-29. However, the identified surplus names will be on the list for future reference. The original list of beneficiaries was based on SECC 2011. Subsequently it was updated through the ‘Housing-Plus 2018’ survey.

The Rural Development Ministry has directed states to complete the survey by November 30 and sanction houses for eligible families by December 31. The government has set a target of one year to complete the construction of houses.
