Vehicle Scraping: Government of Delhi The government has approved to provide concession in road tax to new vehicle buyers after scrapping their old vehicles. Delhi Government The proposal has been given in-principle approval by the Delhi government on Friday and now this policy will come into force after the final approval by the Lieutenant Governor of Delhi.
What is the rule?
The Delhi government will provide a maximum discount of 25 per cent for non-transport vehicles and 15 per cent in case of transport vehicles to new vehicle buyer on production of ‘Certification of Deposit’ issued during scrapping of old vehicle. In case of scrapping of old vehicles, a ‘Certification of Deposit’ will be issued by the scrapping center registered by the government. The concession for non-transport vehicles will range from 8 to 25 per cent depending on the cost of the new vehicle and the fuel type. In the case of petrol and CNG fuel in the cost slab of cost of vehicles up to Rs 5 lakh, maximum concession of up to 25 percent in motor vehicle tax will be available. In case of diesel fuel, maximum concession of up to 20 per cent in motor vehicle tax will be available.
Different rules made for exemption
- Vehicles priced above Rs 5 lakh and up to Rs 10 lakh will get a maximum concession of up to 20 per cent in motor vehicle tax in case of petrol and CNG fuel, and a maximum concession of up to 15 per cent in motor vehicle tax in case of diesel fuel.
- Vehicles priced above Rs 10 lakh and up to Rs 20 lakh would get a maximum concession of up to 15 per cent in motor vehicle tax in the case of petrol and CNG fuel, and a maximum concession of up to 10 per cent in motor vehicle tax in case of diesel fuel.
- In case of petrol and CNG fuel, a maximum concession of up to 12.5 percent in motor vehicle tax will be available for vehicles priced above 20 lakhs, and a maximum concession of up to 8 percent in motor vehicle tax in case of diesel fuel.
Will get concession of 8-15 years
Motor Vehicle Tax Concession on purchase of new transport (commercial) vehicles on production of Certificate of Deposit shall be 15 per cent of the total motor vehicle tax paid at the time of registration of new vehicles. The road tax exemption granted under the policy will be allowed only for those class of vehicles for which the Certificate of Deposit will be submitted to the registering authority. The concession will be available up to eight years in case of transport vehicles and up to fifteen years in case of non-transport vehicles and no concession will be available after this period.
Delhi government’s goal clear
With the introduction of the policy, the Delhi government aims to decongest Delhi’s roads and reduce the number of old polluting vehicles. This policy will pave the way for abandonment of old vehicles and adoption of new vehicles with improved pollution norms. The Delhi government has already implemented various initiatives to curb air pollution and promote environmental sustainability in Delhi.

Delhi Transport Minister Kailash Gehlot has said that we have to do everything possible to promote environment friendly mobility infrastructure. Many cities in the world are struggling with waste disposal and are looking for efficient solutions. I am sure this policy will encourage vehicle owners in Delhi to scrap and replace their old vehicles with new vehicles of higher emission standards.
