ICC came out with a new rule, it will increase the problems for the bowlers, there is a connection with the timed out rule.

ICC New Rule: A new rule has been introduced by international cricket which will create difficulties for the bowling team. These new rules are related to the timed out rule. This rule will work for bowlers in the same way as the timed out rule works for batsmen. Actually, now the bowling team will have to take care that after one over, the next bowler is ready to bowl the next over within 60 seconds i.e. one minute. If this is not done, penalty will be imposed.

This new rule will be implemented as a trial by the ICC in Men’s ODI and T20 International between December 2023 and April 2024. According to the rules, a clock will be used to measure the time between two overs. If the bowling team is not ready for the next over within 60 seconds i.e. one minute after one over, then a penalty will be imposed on fielding. However, the penalty will be applicable if the bowling team fails to bowl the second over three times within one minute in an innings, then they will be imposed a penalty of 5 runs.

Time out rule became famous in the World Cup

In the World Cup 2023, the timed out rule came into discussion in the match played between Bangladesh and Sri Lanka on 06 November, when Sri Lankan batsman Angel Mathews was timed out from Bangladesh. Mathews became the first player to be timed out in international cricket. After coming to the crease, Mathews could not play the next ball within 2 minutes due to his broken helmet, for which he was timed out on the appeal made by Bangladesh.

In the playing conditions of the World Cup, after a batsman was out or retired, the next batsman had to be ready to play the ball within 2 minutes. In this way Mathews became the victim of timed out.
