New Delhi : The effect of coalition culture is now visible in the third term of the Modi government. The recent U-turn on the Waqf Amendment Bill and lateral entry in bureaucracy have clearly indicated that the NDA allies are pressurizing the BJP. This issue is being discussed not only by the common people but also in hushed tones in the BJP. According to media reports, senior leaders from the BJP organization to the government believe that the BJP has not yet become accustomed to the coalition culture. In such a situation, there is a need to have a long discussion with the allies regarding any decision. The special thing is that PM Modi’s difficulties also seem to be increasing due to the pressure from the allies.

Image of a weak government is being created!

According to the Indian Express report, a minister of the government has admitted that such developments in the early days of the third term have definitely created the impression that this time the government is weak. However, he/she said that the reason for this is the strong, stable and decisive image of the BJP government in the last two terms. The report quoted BJP sources as saying that on the bill proposing extensive changes in the Waqf Act, the top leadership of the party had consulted the allies before bringing the law. Also, a joint committee of Parliament was formed to study their demand in detail.

NDA allies became vocal

Allies like the Telugu Desam Party and the Lok Janshakti Party (Ram Vilas) had come out openly demanding wider consultations on the Wakf Amendment Bill. This was later joined by the JD(U), which had initially indicated its support. Recently, Union minister and LJP (Ram Vilas) president Chirag Paswan has demanded a caste census, a demand repeatedly made by Leader of Opposition in the Lok Sabha Rahul Gandhi. Paswan was one of the first NDA leaders to express reservations about the UPSC advertisement seeking lateral entry recruitment for 45 posts in the bureaucracy.

Not only this, Chirag also said that his/her party may file a review petition on the recent Supreme Court decision allowing sub-classification of Scheduled Castes (SC) and Scheduled Tribes (ST). Chirag said that LJP (Ram Vilas) does not want to tamper with the existing norms of reservation in the Constitution. he/she even suggested that the Center can issue an ordinance to ensure that the so-called creamy layer among SCs and STs is not excluded from quota in jobs and educational institutions.

The honeymoon period seems to be over

According to the report, a party functionary said that BJP’s ‘honeymoon period’ with alliance partners seems to be over. The BJP leadership is gearing up for more such pressures and pulls from within the NDA in the coming days. On the other hand, important alliance partner TDP is more focused on getting the state’s economy back on track and continuing the work started by Chief Minister Naidu (N Chandrababu Naidu). The party is more conscious of securing its support base.

No hope for longer time from TDP

The report quoted a BJP leader familiar with the coordination process in the NDA as saying that even the TDP cannot be expected to give BJP easy time in case of certain political decisions. Another leader said that the BJP will have to engage in a regular consultation process… we will have to do that. These are teething troubles.

According to the report, a leader of a BJP ally said that the consultation process has begun, but there definitely needs to be more. The BJP should involve us in all decisions, as every small step has political consequences nowadays. Being smaller parties, the alliance partners in the NDA have to hold their ground. From the beginning of its recent tenure, the BJP is aware that it has a small mandate and is dependent on its allies. When a BJP leader said ‘Teesri Baar Modi Sarkar’ (Modi government for the third time) in the first meeting of the NDA after the elections, a minister immediately cautioned him/her. he/she corrected himself and said, ‘Teesri Baar NDA Sarkar’ (NDA government for the third time).

At the second meeting of NDA MPs in Parliament, Modi advised them to meet together in every session. Since the formation of the new Lok Sabha, while NDA MPs have met twice, the BJP parliamentary party has not met yet. Though no formal committee has been formed, NDA leaders held a coordination meeting earlier this month. Following this, BJP national president J P Nadda assured them that such meetings would happen more frequently.
