How big games are played in UPSC exam, Vikas Divyakirti made such revelations that your mind will be shaken after hearing them

Popular IAS mentor Vikas Divyakirti, who prepares students for UPSC civil services, has made some shocking revelations. Vikas Divyakirti, who has himself been a civil servant, told ANI in an interview how UPSC candidates are flouting government policies to become IAS and IPS. However, he/she said that I myself am a general, but as far as policies are concerned, I am in favour of reservation. But it is true that the reservation system that we have put in place has a lot of loopholes.

Vikas Divyakirti said, ‘I don’t think more than 10-20% of the people who are getting the benefit of reservation in UPSC Civil Service Examination are actually eligible for it.’ On the recent IAS Pooja Khedkar case, he/she gave some examples and explained how people are cracking UPSC by taking advantage of the loopholes in OBC and EWS reservation policies.

Very subtle twist in OBC and EWS reservation

Divyakirti said, ‘If you hear about the subtleties involved in OBC and EWS reservation, you will be stunned. The rule is that if you are from OBC but are in the creamy layer, you will be considered general. But people have to avoid this.

One rule is that if your father or mother is in class 1 job then you cannot be an OBC, you go into the creamy layer. Even if both your parents are in group B, you cannot be an OBC. But if you are in group C, group D, even if your income is more than 8 lakhs, you still remain in OBC. Now a game has been played that income from agriculture will not be counted. Many civil servants who choose the path of corruption show agricultural income. On a large scale.

How is the game played for OBC reservation in UPSC exam?

Now the problem is that the OBC candidate’s own income is not counted. Only the parents’ income is counted. Whereas in EWS, everyone’s income is counted. Let’s take an example-
Suppose my father is an IAS officer, he/she is going to retire in two years. I am in OBC. But my father is in class-1 job so I will not get reservation. he/she has earned a lot of money. So much that it will last a lifetime. he/she has bought many buildings, rent comes in lakhs every month. I want to become an IAS. I told my father that I will not be able to become an IAS officer from General, I have to become an OBC, you support me. You resign. he/she resigned. Now this limitation does not apply to me that my father is in group 1 job.

But now their property/income limit will apply. Now my parents will transfer all their property to me through gift deed. Now their income is 6 lakhs per year, mine is 60 lakhs per month. But my income is not criteria for OBC reservation. So even if I am earning 50 lakhs per month, when I give UPSC exam, I will get the benefit of OBC reservation. There are few such cases, but I actually know people who have done this.

How does EWS reservation play a role in becoming an IAS IPS?

In EWS, the game is played in a different way. The rule is that the income of the whole family is counted, but only of the last one year. There is no need to resign in EWS. It is even easier. The rule in this is that-

  • Your cultivable land should not be more than 5 acres.
  • The house should not be larger than 1000 feet.
  • If the plot is in notified area then it should not be more than 100 yards, if it is in un-notified area then it should not be more than 200 yards.
  • Family income should not be more than 8 lakhs. Family means- parents, my siblings (up to 18 years of age), husband or wife and children (up to 18 years of age).

At least 80% of the people in our country work in the unorganized sector, where salary/income is not known. It is easy to show less income. The year you show your income less than 8 lakhs, your children become eligible for EWS reservation the next year. Here, there is no meaning of class-1, class-2, there should not be only money.

I know such families who had a lot of land. They sold all the land except 4.9 acres or transferred it in someone else’s name. Because the limit is 5 acres. They got the 1000 feet flat registered in such a way that the area is 990 feet. Both husband and wife earn, whose combined income is 1 lakh. One of them will take 8 or 9 months of medical leave (Leave Without Pay). Now in that year’s ITR, the annual income of both of them came to Rs 7.90 lakh. Their child i.e. the candidate comes under EWS reservation in the next UPSC attempt.

There are even cases where children who are themselves civil servants also come under EWS. How? Suppose his/her salary is 70 thousand. But he/she has to crack UPSC or has to give the exam again for a higher rank. Now he/she will take 4 months leave. In this way, his/her and his/her mother’s or father’s income together becomes 7.90 lakhs. This decision is taken only on the basis of ITR. That too of only the previous year. That means whenever you want to become EWS in life, you just have to reduce your income to less than 8 lakhs in the previous year. That’s it, you get the benefit of reservation in the job.
