What is the truth of the video?

Also, this matter is not of India, but of Bangladesh.

It has been reported in the news that a crowd of about 30-40 people reached Kuril Toll Plaza of Dhaka Elevated Expressway in Bangladesh in a pickup van. Vehicles like pickup vans, motorcycles, CNG and rickshaws are not allowed on the elevated expressway, as there is a fear of causing accidents.
