Even today, the proceedings of Parliament were met with uproar, the debate between Kharge and Piyush Goyal

Budget Session 2023: During the budget session of the Parliament, there was a lot of uproar in both the Houses on Wednesday (April 5) as well. While the ruling party remained adamant on demanding an apology from Congress leader Rahul Gandhi for a statement made in London, the opposition protested on the Adani issue. Due to the uproar, the proceedings of Lok Sabha and Rajya Sabha were adjourned till Thursday (April 6). Know the big things related to this matter.

1. Before the proceedings of the Parliament began, members of several opposition parties, including the Congress, held a meeting regarding the strategy ahead in the budget session. Opposition members decided to continue with the discussion on the issue of disqualification of Congress leader Rahul Gandhi from the Lok Sabha and the formation of a Joint Parliamentary Committee (JPC) to investigate the case related to the Adani Group.

2. Apart from Kharge, leaders of Congress, DMK, Shiv Sena (UBT), Trinamool Congress and several other parties attended the meeting held in the chamber of Parliament House of Leader of Opposition in Rajya Sabha Mallikarjun Kharge. As soon as the proceedings of the House began, Leader of the Opposition Mallikarjun Kharge stood up to raise some issues. he/she had the support of MPs from other opposition parties. However, Chairman Jagdeep Dhankhar asked him/her to wait till the listed papers were laid on the table of the House.

3. Amid the uproar, the Chairman said that he/she had received a notice from Kharge under Rule 267 of the Rajya Sabha to postpone the scheduled business for the day. While Dhankhar was reading the notice, AAP’s Sanjay Singh came to the Well raising slogans. Some Congress MPs joined them.

4. Many Congress MPs wore black clothes as a protest. Dhankhar warned Sanjay Singh that his/her name would be taken. Meanwhile, Union Minister Piyush Goyal demanded an apology from Rahul Gandhi. Although he/she did not take the name of Rahul Gandhi. After which there was a heated debate between Mallikarjun Kharge and Piyush Goyal.

5. The way there has been an uproar in the Rajya Sabha, the Chairman has given his/her order regarding both the parties. Amid the impasse over Rahul Gandhi’s remarks on democracy, Dhankhar overruled Congress president Mallikarjun Kharge’s ‘point of order’ that Gandhi, who was then a Lok Sabha MP, could not be discussed.

6. In his/her judgement, Dhankhar said certified records provided by Leader of the House Piyush Goyal show that his/her demand for an apology on behalf of a senior leader of the opposition made abroad is factually based. However, Dhankhar did not explicitly mention the BJP’s demand that Rahul Gandhi should come to the Rajya Sabha to apologise, nor did he/she indicate whether it was allowed. The proceedings of the Rajya Sabha were adjourned for the whole day on Wednesday following uproar over the Adani issue and Rahul Gandhi’s remarks attacking democracy in Britain.

7. On the other hand, the proceedings of the Lok Sabha were also adjourned for the whole day on Wednesday after protests by the opposition parties on the Adani issue. As soon as the House resumed at 2 pm after the morning’s adjournment, opposition members stormed the Well raising slogans and demanding a Joint Parliamentary Committee (JPC) probe into the Adani case. Many of them wore black clothes to register their protest.

8. Amid the uproar, papers were placed on the table of the House and the Coastal Aquaculture Authority (Amendment) Bill, 2023 was introduced by Union Minister Purushottam Khodabhai Rupala. The Speaker requested the protesting members to return to their seats and allow the House to function, but the protest continued. After which the proceedings were adjourned for the day.

9. Senior Congress leader P Chidambaram hit out at the government for not discussing the general budget in Parliament, saying it was for the first time in Indian parliamentary history that the ruling party created disruptions and blocked the discussion. Former Finance Minister Chidambaram tweeted that Finance Minister Nirmala Sitharaman has expressed grief over the fact that the budget was not discussed in Parliament. 10. Congress Rajya Sabha MP Jairam Ramesh said that the presiding officers of the legislature are expected to be fair and neutral. They cannot show their bias or their loyalty to the ruling party. They should earn respect through their actions, not by giving never-ending sermons.
