  1. what if worker files NIL return i.e. he/she does not pay ant taxes but files his/her income tax return because his/her income is less than the minimum income chargeable to tax then will he /she be able to apply for this e shram card because practically he/she is entitled to take the benefit of this scheme because there is no as such minimum income criterion prescribed by the government so just because someone does not file his/her income tax return he/she becomes entitled to this central umbrella scheme but those who files his/her return get deprived of the same this is not logical & pragmatical this indirectly demotivates lots of unorganised sectors worksers to not file their income tax return even though they may have a good earnings at the end of the day in some cases better than organised sectors workers but the thingh is that the government does not have any strong machanism to track the same but i think rationality is this that minimum income criterion should have been specified by the concerned authority rather than excluding income tax payee.
