Conflict between UGC and Governor! There is a problem in the recruitment of 659 teachers, universities are in a dilemma!

UGC has rejected the proposal of the Governor of Maharashtra. The Governor wanted a separate commission to be formed for the recruitment of university faculty. But UGC said that this would be against the existing rules, in such a situation UGC asked Governor C.P. Radhakrishnan’s suggestion has been rejected. UGC has called it a violation of the rules. There are 659 vacant posts of teachers in universities, now there is confusion in the universities of the state due to the decision of UGC. Now, how the appointments will be made on these vacant posts remains a big question.

The Governor is also the Chancellor of the state’s universities. he/she had directed all universities to stop the appointment of teachers on November 26, 2024. In fact, there is increasing concern in the education world due to vacant posts of teachers in universities.

Regarding the Governor’s opinion, UGC wrote in its letter sent on January 10, ‘There is no provision to form a separate commission for the appointment of teachers in government universities and colleges of the state. Universities and colleges should appoint teachers through properly constituted selection committees as per the UGC Regulations 2018.
The new draft regulations of UGC 2025 state that colleges can do direct recruitment. Nevertheless, universities will have to appoint teachers only through selection committees constituted as per UGC rules.

There is also a situation of trouble due to the increasing conflict between the state government and the Chancellor’s Office. The Governor wanted a centralized commission to be formed for the recruitment of teachers in Maharashtra. In such a situation, the state government had investigated the possibilities of the Governor’s suggestion.
Recently, the Governor of Mumbai University had said that even if the appointments are delayed due to the new system, then there is no problem. he/she wants a strict system. First the entrance exam, then the interview. he/she believes that this is necessary for fairness and quality.

After the letter from UGC, the process of appointment of teachers in the universities of Maharashtra has become complicated and the shortage of teachers in many subjects can have a negative impact on the education of the students. On one hand the Governor is firm on his/her point, on the other hand UGC has made it clear that there will be no change in the existing rules. Now it remains to be seen how the state government and universities solve this problem.
