India said that this place was disputed and was situated between Bhutan and China. India said that a road cannot be built here. From here, such a deadlock grew that the soldiers of India and China remained face to face in a state of conflict for more than 72 days on the border. However, on August 28, 2017, a few days before the BRICS summit, India and China agreed to withdraw their respective armies from the Doklam region. But, not even a month would have passed that China again betrayed and started building a road in Doklam.
China did a similar thing in Galwan Valley in 2020, after which India started the exercise to strengthen the Quadrilateral Security Dialogue i.e. Quad again. Let us understand the whole story of Quad, whose summit will also be attended by Prime Minister Narendra Modi. India considers Quad as Angad’s feet, which is necessary to establish dominance in the sea.

China’s actions in Doklam and Galwan conflict made India ‘Mahabali’

Both Bhutan and China claim the Doklam area as their own territory and India supports Bhutan. This place is considered very important for India from a geo-strategic point of view. In fact, this road was being built near a piece of Indian land known as ‘Chicken Neck’. This area connects India to its north-eastern states like Arunachal Pradesh.
This confrontation between the two countries was described as the worst in several decades and later both the countries accepted to withdraw their troops from the area. At that time, officials had said in Delhi that China had removed its bulldozers and other road construction equipment. Doklam is a tri-junction, where the borders of India, China and Bhutan meet. Seeing China’s intentions, India again took part in Malabar

To deal with China’s increasing arbitrariness in the Indo-Pacific Ocean, India started working towards strengthening the Quad. Since 2017, Australia has asked India to rejoin the naval exercise Malabar in the Pacific Ocean. In view of Chinese dominance, India finally agreed to Australia’s proposal in 2020. US President Joe Biden also showed active participation in the Quad Virtual Summit in 2021 and India also actively participated in it. In this conference, emphasis was laid on increasing pharmaceuticals, supply-chain, technology and production capacity. At that time, the whole world including India was trying to recover from the Corona epidemic. Then the unity of the Quad set an example.

Why did India stay away from the Malabar exercise in the sea?

There were two Malabar naval exercises in 2007. In April, Japan was included in the US-India naval exercise for the first time. By September, the Malabar naval exercise became multilateral as it involved four navies and Singapore. However, the group dispersed when China began protesting the exercises.
India’s communist parties also began opposing this maritime exercise, which further weakened India’s position in the Quad. India was also hesitant because it was worried that rivalry with China would lead to India’s exit from the Nuclear Suppliers Group (NSG). At the same time, pro-India Japanese PM Shinzo Abe resigned. At that time, India was also not able to get Australian support.

What is Quad, which scares China

Quad i.e. Quadrilateral Security Dialogue is an informal strategic forum, which includes India, America, Australia, and Japan. The purpose of the Quad is to make the Indo-Pacific region open, prosperous and inclusive. The Quad was established in December 2004 for humanitarian assistance and disaster relief after the Indian Ocean tsunami. Its first meeting was held in 2007. Strategic dialogue takes place between the Quad countries through semi-regular summits, information exchanges and military exercises.

The Quad countries believe that this group is only to protect the common interests of the Indo-Pacific region. China has always been opposed to the Quad because it is afraid of such groups. Can Quad Plus be made?

South Korea has shown interest in joining the Quad. However, US officials have said they are not considering expanding membership. The group has held ‘Quad-Plus’ meetings, which include South Korea, New Zealand and Vietnam. These countries, as well as Singapore and Indonesia, could be included in future expansions or partnerships.
